Adequate Public Facilities Ordinance

The Adequate Public Facilities Ordinance (APFO) tests for adequacy of public water, public sewer, road intersections, and public schools. An APFO study must be done when meeting any of the thresholds as identified in Chapter 28. If an applicant can demonstrate otherwise, an Exemption request may be submitted.

Whether or not APFO is applicable to a project must be determined by the potential applicant and a study or exemption submitted prior to any application for site plan or subdivision.
