(FEMA) Flood Mitigation Assistance (FMA) Scoping Grant

Cloverfields Flood Mitigation Design Study

The County has the opportunity to receive a Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) FY21 scoping grant to hire a design engineering firm to analyze the Cost Benefit of several engineering interventions and to prepare for implementation grants in the Cloverfields Community along the headwaters of Cox Creek. Staff proposes $50,000 for a cash match and $22,000 of in-kind staff time for a total overall estimated cost of $180,000 for this design effort. Staff recommends that the County Commissioners sign the attached letter of support for the FEMA grant application. The resources necessary to support a grant award are available in the approved Capital Project no. 40981 Cloverfields Drainage Enhancement Study. APPROVED 5-0

Municipal Separate Storm Sewer System (MS4) Program Update

In 2016, Queen Anne’s County was notified by the Maryland Department of the Environment (MDE) that the County is to be included under the National Pollutant Discharge Elimination System (NPDES) Phase II General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4’s). Responsibilities under the permit generally include increased stormwater management inspection & enforcement, education & community participation program development, Illicit Discharge Detection & Elimination, electronic mapping of stormwater infrastructure and outfalls and mitigation of impervious area. The purpose of this report is providing a brief update regarding the MS4 Program progress to-date, including a brief staff presentation of the following two documents which have been provided for your information: 1) Queen Anne’s County MS4 Program Requirements Executive Summary and 2) NPDES Baseline Impervious Assessment for Queen Anne’s County. -INFORMATIONAL

BOE Administration Building – Building Envelope Improvements

The County has proffered a request for State grant funds in support of the building envelope improvements to the BOE Administration Building in the amount of $750,000. A motion was made to enable such repairs and maintenance to the current Board of Education Administration Building (formerly Queen Anne's County High School) adequate to stabilize and prevent further major deterioration of the structure. This commitment shall be exercised at or before the closing of the next County Budget cycle in May 2022. All efforts to acquire State grants in addition to any local resources that are allocated towards the preservation of this historic structure will likewise be supported and pursued. -APPROVED 5-0

EMS Emergency Response Vehicle

The DES Emergency Medical Services Division requests the purchase of a replacement supervisor emergency response unit. The request is for one (1) 2022 Ford F-350 4X4 Super Duty Crew Cab with a Swab Wagon Company ALSF—96 Pioneer Fiberglass Body. Staff is recommending using the pre-established government contract from COSTARS Cooperative Purchasing Program for a total of $134,763.00. APPROVED 5-0

4. AED – Cardiac Monitor Request

The DES Emergency Medical Services Division is requesting the approval to purchase automated external defibrillators (AEDs) and the Zoll X Series cardiac monitors (as approved in the FY22 Capital Budget) in the amount of $71,496.00. Part I of the request is for two (2) Zoll X-Series cardiac monitors to replace the aging units currently in place. Part II of the request is for five (5) AED 3’s, which will expand the AED program currently in place. Staff is recommending using the pre-established government contract from the State of Maryland Contract Pricing Agreement through Zoll Medical Corporation. APPROVED 5-0

5. Administrative Emergency Response Vehicle

DES is requesting the approval to purchase a replacement Administrative Emergency Response Vehicle. This request is for one (1) 2022 Ford Interceptor that will be fully equipped as an emergency response vehicle. DES staff is recommending using the pre-established government contract Maryland BPO # 001B1600353 through Hertrich Fleet Services for a total price of $37,999. APPROVED 5-0

6, Draft Standard Operating Policies

We have several revised policies for approval:

1.Payroll Policy and Time Sheet Pay Codes
2. Sick and Safe Leave Policy
3. Inclement Weather Policy
4. Separation of Employment
5. Prorating Personal Day

The majority of these policies are being revised as the result of our new Human Resources/Payroll implementation. These policies have been reviewed by our implementation team, the Employee Communication & Morale Committee, and the Department Directors. APPROVED 4-1 ABSENT

7. MOU with Visit Annapolis and Anne Arundel County

QACEDT has been collaborating with Visit Annapolis and Anne Arundel County on
determining the feasibility of a passenger ferry with a focus of tourism promotion and asset
development. We will be applying for a 100% grant to fund a feasibility study for a
passenger ferry with a tourism focus which is due on 10/19/2021. Additional funding sources
are also being researched simultaneously as current federal grant opportunities are extremely
competitive. Based upon our initial research an in-depth feasibility study would cost approximately $350.000. Visit Annapolis and QACEDT have also prepared a MOU between the two County departments formalize this collaboration and further defining roles and responsibilities in the grant application process. QACEDT will play a supportive role in the grant application process and Visit Annapolis will be the lead applicant when applying for the EDA Build Back Better Regional Challenge Grant. Staff recommends supporting the QAC Department of Economic and Tourism Development in signing the MOU with Visit Annapolis and Anne Arundel County to collaborate in the Ferry Project feasibility study. APPROVED 5-0

8. Property Liens/ Nuisance Violations

These are Resolutions (#21-18 and #21-19) to place a liens on properties described as Map 59A, Parcel 164, 6303 Main Street, Queenstown ($220.00) and Map 030, Parcel 032, 102 Massey Avenue, Church Hill ($400.00) both for nuisance violations (uncut high grass). APPROVED 5-0

9. 2021 Wreaths Across America Campaign

This letter is a request from Benedict Andrew with American Legion Auxiliary for your support to purchase wreaths for the 2021 Wreaths across America Campaign. The wreath laying ceremony is for the Eastern Shore Veterans Cemetery, Hurlock MD which will be held on December 18th, 2021 at 10:00 AM. For every two wreaths purchased, Wreaths Across America will donate one free to the Eastern Shore Veterans Cemetery. The corporate sponsorship level is for 100 wreaths for $1,500. APPROVED 5-0

10. Budget Amendment CC-47 – Rural Legacy

This amendment establishes additional budget authority in the Rural Legacy fund in the amount of $251,291 for FY21. Due to the timing of settlement and grant funds received from DNR on the Everett easement (purchased on 1/28/20), an additional $251,291 is needed to cover the total expenditures in FY21. This is funded with Rural Legacy fund balance, which is sufficient to cover these costs. APPROVED 5-0
