The August 10^th meeting started at 5:15 p.m. with a closed session for Boards and Commissions. 

The regular meeting was called to order at 5:30 p.m.  Commissioner Dumenil was not in attendance for this week’s meeting. 

BOE Central Office Administration Building Committee

Commissioner Corchiarino motioned to establish a seven-member Citizen Committee from community representatives within fields associated with education, engineering, financial, planning government and local alumni to evaluate the condition of the existing BOE Central Office and provide a summary of recommendations for alternate use(s) and/or disposition of the building.   APPROVED 3-1 1-ABSENT

Interest for Cloverfields

The Army Corps of Engineers’ (ACOE) administers a Continuing Authorities Program (CAP), under which the Corps of Engineers can plan, design and implement various water resources projects which fall within a group of nine legislative authorities. The attached letter formally requests the ACOE to consider performing a flood management study of Cox Creek, as it flows through the community of Cloverfields. If selected, the ACOE would perform a Feasibility Study, which would be federally funded up to $100,000, after which any remaining study costs would be shared equally between the Corps and County.  Staff recommends that the County Commissioners sign the letter of interest for the CAP feasibility study phase. Financial resources, if any are deemed necessary to support a county share in the Feasibility Study, are available in the approved MS4 Capital Project.   APPROVED 4-0 – 1 ABSENT

Station Facilities

Delmarva Power & Light Company (Delmarva) has provided the Department of Public Works with
proposals for the installation of electric vehicle (EV) charging station facilities at three County properties as follows: Kent Island Branch - Queen Anne’s County Free Library: Three (3) EV Charging Stations, Queen Anne’s County Health Department: One (1) EV Charging Station and
 Queen Anne’s County Office (Vincit) Building: One (1) EV Charging Station.  The five
 charging stations will be available for public use and, in total, service up to ten electric vehicles. The facilities will be provided, installed and maintained by Delmarva at no cost to the County.

ROADS

The FY22 Roads Division Resurfacing Program is comprised of three (3) components: Hot-Mix Asphalt (Bramble) 6.69 Miles (in progress), Tar and Chip (American Paving) 45.78 Miles (late summer 2021) Slurry seal (Slurry Payers) 9.67 Miles (early fall 2021/late spring 2022).  Attached for your review are the roadways and/or portions therefore designated by resurfacing type. Notification of roadway resurfacing start dates is completed by Facebook notification, Variable Messaging Boards (VMS) and press release.   INFORMATIONAL

SANITARY

The Boatel Restaurant is proposing to build a 5,531-ft2 restaurant on a newly created lot immediately adjacent to the boatel facility located in the northwest quadrant of Kent Narrows. The amount of allocation required is 2,046-gpd and the lot holds 250-gpd so the amount of allocation to be acquired is 1,796-gpd. The cost of this allocation is $102,766 at current rates.  APPROVED 4-0 – 1 ABSENT

Lacrosse Homes is developing a 10-lot subdivision (as well as connecting an existing dwelling) immediately south of, and adjacent too, the Bay City community (note this
 subdivision has been in design for well over a decade). The amount of allocation necessary for this 11-dwelling project is 2,750-gpd. The cost of the allocation at current rates is $157,850.   APPROVED 3-1 – 1 ABSENT

On March 8, 2021 the Sanitary Commission granted Schulz Associates, LLLC, trading as the Crab Deck Restaurant, 3,400-gpd of water allocation to connect the existing 9,026-ft2 of restaurant and (4) four commercial boat slips to the County’s water system. Attached please find the Public Works Agreement in this regard.  The Agreement’s format has been approved by the County Attorney.   APPROVED 4-0 – 1 ABSENT

On August 13, 2019 Elm Street Development was granted 39,000-gpd of water allocation (as well as an additional 7,000-gpd of sewer allocation) for a 156 single family residential subdivision located on Perry’s Corner Road in Grasonville. The project was then subsequently sold to Ten Oaks Realty, LLC. Attached please find the Public Works Agreement in this regard, the format of which has been approved by the County Attorney.   APPROVED 4-0 – 1 ABSENT

This is a Modification to our Online Sales/Telework Grant Agreement from the State Dept. of Commerce granting additional funds in the amount of $49,915 under this program.   APPROVED 4-0 – 1 ABSENT

This is the Semi-Annual Progress Report for the Matapeake Industrial Park CDBG grant.  Three (3) new full-time positions and thirteen (13) 30-hour a week positions were created from 1/1/21-6/30/2021 for a total of 38 new full-time jobs and 47 total new jobs since 2011. In order to finalize this report, a signature from the President of the Board of County Commissioners is required on the attached CDBG Semi-Annual Progress Report form.   APPROVED 4-0 -1 ABSENT

This is the revised FY 22 Annual Budget Certification Statement for your review and approval. The
School Construction source line under the statement has been revised to reflect the following Commissioner Approved Projects: Kennard Elementary School Partial Roof Replacement, Health Suite Expansions, Planning & Design-Central Office. -Differed for two weeks 

This is an agreement between the Maryland Department of Natural Resources (DNR) and Queen Anne’s County for CREP easements. The letter outlines each agencies roles and responsibilities regarding CREP easements.  The USDA Farm Service Agency administers the CREP program. CREP easements are lands that are currently enrolled in the Federal program that takes tillable land out of crop production which in-turn must be planted with a grass cover for ten (10) years. Those acres are eligible to enroll into a permanent easement which requires the grass strips to be permanently taken out of crop production.    APPROVED 4-0 – 1 ABSENT

This for the County’s contribution to the USRC’s operating budget for FY2022 in the amount of $12,000.   APPROVED 4-0 -1 ABSENT

This is the County’s contribution to the Clean Chesapeake Coalition for Fiscal Year 2021 in the amount of $17,000.   APPROVED 4-0 – 1 ABSENT

The Queen Anne’s County Office of Economic Development received a grant from the Upper Shore Regional Council called the Upper Shore Micro Ag Grant, in the amount of $14,000. On December 8th, the County Commissioners approved this grant, with an additional $14,000 county match. The grant is to be used to provide grant funding to local agricultural businesses looking to expand, diversity, or improve their marketing efforts or conduct agricultural research initiatives.   APPROVED 4-0 -1-ABSENT
