1. Wetland Mitigation Delineation & Design: Contract Award – This is a bid contract to award the Wetland Mitigation Delineation & Design contract on the Tanner Property to Lane Engineering in the amount of $43,200. This project will satisfy wetland mitigation requirements for impacts on various completed infrastructure projects – APPROVED 5-0.
2. Weed Control - FY21 Truck – This is a request to purchase one 3/4-ton pick-up truck for Weed Control operations from Apple Ford, via the State of Maryland’s Blanket Purchase Order, in the amount of $36,660. The current truck is a 2007 with 175,000 miles on it. APPROVED 5-0.

Groundwater and Landfill Gas Monitoring Contract Award -This is a contract award for Semi-annual Groundwater and Quarterly Gas Sampling to Hill Consulting Inc., of Annapolis Maryland, with the low bid of $48,175, for monitoring and reporting services at the three (3) closed landfills as required by the Maryland Department of the Environment. APPROVED 5-0.

FY21 Trucks – ¾ Ton Pick-ups - This is a request to purchase (8) eight 3/4 ton 4WD pick-up trucks, two with snowplows and one with a utility body, for water and sewer operations from Apple Ford, via the State of Maryland’s Blanket Purchase Order, in the aggregate amount of amount of $248,675. APPROVED 5-0
5. KNSG Wastewater Capacity Update - Schedule ‘A’ – This is the latest capacity worksheet which was derived to track sewer allocation commitments and to monitor remaining wastewater treatment plant capacity. - INFORMATIONAL
6. Southern Kent Island Sanitary Project - Update No. 2 – This is an update of the referenced 4-Phase design and construction public sewer extension project. - INFORMATIONAL

7. Comprehensive Solid Waste Plan Text Amendment Public Hearing 5:50 pm - This amendment will require by October 1, 2021, each owner of a building that has 150,000 square feet or greater of office space to provide collection and recycling of recyclable materials in accordance with Senate Bill 370, Environment— Recycling. Senate Bill 370 also requires each county to update its plan by October 1, 2020, to address this new recycling regulation. -AVAILABLE FOR VOTE ON JULY 28

Letter of support for YMCA Grant -The Queen Anne’s County Department of Community Services is submitting an application to the Rural Maryland Prosperity Investment Fund grant to receive $150,000 towards site work for the Senior Center/YMCA in Centreville. 2. Subordination Agreement Critical Workforce Loan - Kirby Schulz received a Critical Workforce loan (CWF) around July 2016. Mr. Schulz had his first mortgage through Stearns Lending LLC and our loan subordinates to the first loan. Mr. Schulz would like to refinance the first loan with Amwest Funding Corporation in order to reduce his interest rate and monthly payment. This subordination agreement will provide Mr. Schulz the ability to obtain a lower interest rate. APPROVED 5-0
3. Draft Standard Operating Policy – This is a new Volunteer Policy for review and/or approval. The County is fortunate to have a variety of volunteers throughout many of its departments. To assist the departments in standardizing our processes for our
   volunteer services, This Volunteer Policy and Application/Agreement was prepared by our Risk Manager to consolidate our procedures. APPROVED 5-0
4. Lab Leasing Co., Inc. d/b/a Water Testing Labs of Maryland – At the May 26, 2020 the Commissioners approved the disbursement of funds to Lab Leasing Co., Inc. d/b/a Water Testing Labs of Maryland from the Economic Development Incentive Fund (EDIF) in the amount of $50,000.00 as a conditional loan. As part of the loan process, Patrick Thompson, Esq. has drafted the Promissory Note, UCC Filing, and Security Agreement. The last step is for Commissioner Moran to sign this Security Agreement. 5. BOE additional appropriation request in restricted (grant) funding - The BOE is requesting approval of additional Federal restricted grants in the amount of $739,946 to support local educational agencies with emergency relief funds to address the impact COV1D-19 has had, and continues to have, on elementary and secondary schools. APPROVED 5-0
6. BOE Request of Transfers between major state categories - BOE is requesting approval of the transfers listed between various major state categories for the period ending May 31, 2020. APPROVED 5-0
7. Rural Legacy Deed of Easement Amendment – Austin Reed and Margery Poitras are requesting for you to approve an amendment to a Rural Legacy Deed of Easement to reconfigure two parcels so they are approximately equal in size (approximately 24.8 each) APPROVED 5-0
8. KNDF Transfer from 570 Fund - KNDF is asking your approval to drawl $35,000 from the 570 Fund to cover general administrative costs associated with their 2020 programs and for continued efforts to work with the County to update the Comprehensive Plan. APPROVED 5-0
9. Budget Amendment CC-1 – This is a budget amendment recognizing County Department Identified Savings of $321,265 ($600,000 less $278,735 Aging Transfer) for the FY21 budget. An additional amendment will be developed for the Aging Transfer). APPROVED 5-0
10. Property Liens - This is a request to adopt Resolutions 20-13 through 20-16 to place a lien on each of the properties listed in the County Zoning Administrator’s memorandum dated July 14, 2020 for nuisance violations. APPROVED 5-0
11. Tax Bill letter – This is the cover letter to property owners that will go out with the 2021 property tax bills. APPROVED 5-0
12. 2021 State Legislation - This is a request to Delegate Arentz to prepare preliminary legislation and pre-file the following bills for the 2021 General Assembly:

Visitor counts will be limited to 175 at Matapeake Beach, 120 at Ferry Point Nature Preserve and 420 at Terrapin Nature Preserve. APPROVED 5-0
