[ARCHIVED] County Administrator Todd Mohn Wraps Up the Sept. 24th Commissioners' Meeting

The September 24th regular meeting began at 4:30 pm with a closed session to discuss personnel matters.

The regular meeting convened at 5:30 pm.
An award nomination was made for a citizen for the William Donald Schaefer Helping People Award.

The Commissioners will be putting together a Courthouse Committee to develop a plan for the use of the now vacant Historic Courthouse. Commissioners Corchiarino and Steve Wilson will co-chair this new committee.

1. Mobile Integrated Community Health Program Letter to Dr. Ciotola – This is a support letter to the Queen Anne’s County Health Department for the continuance of their Mobile Integrated Community Health Program. -APPROVED & EXECUTED

2. Certificate of Need Letter to the Maryland Health Care Commission - This is a support letter for the regional health care and Certificate of Need (CON) Exemption request submitted
by University of Maryland Shore Regional Health for relocation of the inpatient behavioral health
unit from UM Shore Medical Center at Dorchester to UM Shore Medical Center at
Chestertown. -APPROVED & EXECUTED

3. Semi-Annual Progress Report for the Community Development Block Grant number MD-11-ED-70, regarding Matapeake Industrial Park. - This is our semi-annual jobs creation report which covers the time period of January 1, 2019 through June 30, 2019 of the four businesses located in the Industrial Park. -APPROVED & EXECUTED

4. Property Tax Credit for Disabled Emergency Worker, Robert L. Owen in the estimated amount of $2,141.49. – APPROVED

5. FY20 Vehicle Replacement for the Department of Community Services – Quotes for the purchase of a 2019 F-150 Pickup truck from Preston Ford in the amount of $31,000. This unit will replace a 2006 Dodge Caravan with 206,000 miles. – APPROVED

6. Budget Amendment CC-7 – School Bus Replacement – This is a budget amendment request from the BOE for $230,000 to purchase two (2) school buses. The FY 2020 capital budget was reduced and the final approved amount was less than the amount needed to fund the necessary
first replacement bus and since the beginning of the school year, an additional student placement at a non-public school requires a second bus. – APPROVED

7. Property Liens - This is a series of five (5) resolutions to place property liens on properties for a nuisance violation (not maintaining grass at or below 12-inches in height). – APPROVED

8. Town of Barclay Resolution 19-01 (Annexation of the Lands of DeMoss & Semans)
Waiver Request – This is a summary of the Planning Commissions’ findings that the Town
of Barclay Annexation Plan (Resolution #2019-01) is consistent with the County Comprehensive
Plan and their recommendation to grant a waiver of the 5-year hold on the existing zoning on the annexation parcels. This is subject to the the Town’s pursuit of a 1) Comprehensive Water and Sewer Plan Amendment and 2) Priority Funding Area expansion. – APPROVED
