[ARCHIVED] County Administrator Todd Mohn Gives a Wrap-Up of the Sept. 10th Commissioners Meeting

The September 10th meeting started at 5:00 pm with a closed session to discuss Land Acquisition and Personnel.  

The Regular meeting started at 5:35 pm

1.    Letter of Support to MDTA for All Electronic Tolling – This is a letter of support to MDOT Secretary Pete Rahn for MDTA to move to All Electronic Tolling and to specifically request All Electronic Tolling be installed at the Bay Bridge and to support three changes proposed for toll modernization that provide new payment options including: 1) Pay-by-Plate, 2) expanded rates for different vehicle classes and 3) discounts for early toll payments.  -APPROVED 5-0
  
2.    CWSP – Allocation Policy – Nonrefundable Deposit – This is the revised Allocation Policy to allow the 10% deposit to only be refundable for 12 months from the date of the granting of the allocation after which time the deposit becomes non-refundable.  This modification was made based on continuity with our development review process and discussions with local attorney Joe Stevens. -APPROVED 5-0

3.    Allocation Recapture & PWA’s with Mears Point Marina Apartments, Perry’s Retreat, Chesterhaven Beach and The Enclave Subdivision.   These are the final PWA’s which 1) confirms existing allocations are non-refundable, 2) requires said deposit to be increased up to the current rate schedule amount. This provides each applicant 12-months to initiate construction, and 3) If they are unable to initiate construction in 12 months, they have the option to either forfeit the10% deposit, or place an additional nonrefundable 10% deposit which will grant them another 24 months to initiate construction. -ALL APPROVED 5-0

1.    Letter to Mr. Platt - Notice of Appeal – This is an old complaint involving a building permit violation that was previously resolved in Court.  Mr. Platt has now incorrectly filed a Board of Appeals application with the Commissioner’s office.  Pat Thompson drafted a letter to Mr. Platt advising him of the proper protocol for signature.  -APPROVED 5-0
  
2.    Tax Increment Financing – Kent Narrows Development District – This is the Resolution to establish the boundaries for the TIF District and sets up a Special Fund to deposit incremental property tax revenues. Execution does not commit the County or any developer to any further action. It simply provides a framework for future legislative authorizations regarding the issuance of tax increment revenue bonds for infrastructure in the TIF District (ie. Kent Narrows). APPROVED with Amendment as recommended by Bond Counsel 5-0

3.    Sudlersville Coleman – Termination of Open Space Easement – This is an instrument which formally terminates an Open Space Easement originally created on a 96-acre property know as Lot 13 of the Coleman Farm in the Town of Sudlersville. The property is currently owned by Sudlersville Town Center LLC. The property has since been annexed into the Town which effectively releases the open space easement. -APPROVED 5-0

4.    FY 2020 Department of Parks and Recreation Fireworks contract – This is a contract with Zambelli, Inc. from Warrendale. Pa. for the 2020 fireworks show at Kent Narrows.  They have agreed to a date of Wednesday, July 1, 2020 and a rain date of Thursday, July 2.  Zambelli’s is one of the premier fireworks companies in the Country. -APPROVED 5-0

5.    Procurement Consideration Request – Opioid Abuse – This is a request from the Health Department to provide Mid Shore Community Foundation with funds totaling $26,959 to be used for the Queen Anne’s County Goes Purple and the Haunted Trap House for the purchase of outreach materials, educational materials, and for advertising expenses.  -APPROVED 5-0

6.    Community Partnerships for Children & Families Board appointment – This is a recommendation to accept the resignation of Reverend Anna Fox and appoint Reverend Elmer Davis to the Board of the Queen Anne’s County Community Partnerships for Children and Families to serve the remainder of her term ending on June 30, 2022. -APPROVED 5-0

7.    Property Lien - This is a resolution to a place property lien on a property for a nuisance violation (not maintaining grass at or below 12-inches in height). -APPROVED 5-0

This is a text amendment to establishes a definition of shipping containers that clearly delineates the shipping containers from accessory structures.
