County Administrator Todd Mohn Wraps Up the April 23, Commissioners' Meeting

Todd MohnThe Commissioners April 23th regular meeting started at 5:15pm with a 15-minute closed session to discuss Boards & Commissions.Board & Commission Appointments:Property Tax Assessment Board Recommendation – A recommendation to the Governor of Maryland to select two members from the following candidates:  Thomas Morris, Mark Cascia, Gail Malle-Davis, Thomas Glen and Cheryl-Ann Wargotz. Commissioner Dumenil was appointed to serve as the liaison to the Kent Narrows Development Foundation and Commissioner Moran will serve as the alternate.

2.    Correctional Officers Retirement System (CORS) - Resolutions 19-07 and 19-08 to convert Detention Center staff over to the CORS retirement system and for the continuation of the employer pick up program to withhold retirement contributions on a pre-tax basis. - APPROVED

3.    Senator Peters thank-you letter – Thanking Chairman Peters for his support for $250,000 turf field bond bill and $678,000 design grant for Detention Center Renovation/Expansion. - APPROVED          

4.    Economic Development Incentive Funding – EDIF recommendation to approve a $30,000 loan for Communications Electronics Systems for 10 new jobs within 3-years (located in CBBP). - APPROVED

5.    Destination Imagination Team request – Request for up to $5,000 to support trip to Kansas City for students to represent QAC in afterschool technology enrichment program. - APPROVED

6.    Budget Amendment CC-26 and letter to Chesterwye - Budget Amendment for $300,000 to financially assist Chesterwye and letter to document future asks limitation for 6-years. - APPROVED

7.    Local Board of Elections – Salary Proposal from Maryland Association of Election Officials to State Elections Board for a 9% FY20 and 8% FY 21 Salary increase for Elections Staff.  The State Board is asking for our comments on this proposal. – NOT SUPPORTED

4 Seasons Decision

“As to the Petition of K. Hovnanian at Kent Island, LLC, a motion to acknowledge that the Developers Rights and Responsibilities Agreement was tolled in part, as more specifically set forth in paragraph 7 of the Declaratory Provisions of Judge Sause’s September 17, 2003 Judgment, until October 23, 2023.  As to the remainder of the period which K. Hovnanian seeks to have the Commissioners confirm that the DRRA has been tolled, I move that that the Commissioners, sitting in an administrative capacity as the “public principal,” take no action on the request as it presents a legal issue properly to be determined by a Court of appropriate jurisdiction.”   -  APPROVED 3-1

We also conducted FY2020 budget hearings this week all started at 7:00 pm.
