First Time Home Buyer Loan Programs

We offer second mortgage financing to new home buyers who meet specific guidelines through multiple programs:

  • The Critical Workforce Mortgage Program (CWF) was established to ensure Queen Anne's County continues to have an adequate supply of workers in those jobs which are critical to the safety and well-being of our county residents.
  • The Moderately Priced Dwelling Unit Program (MPDU). This program was established to provide affordable new housing to people with moderate incomes. Program is available to individuals and families earning 80 percent of the median income.

Both affordable loan programs cannot exceed 33% of the total purchase price or $50,000 and other specific income criteria may apply.

Critical Workforce Home Loan Program Forms

  • Teacher employed full time by Queen Anne’s County Board of Education
  • Law enforcement officers, including correctional officers, employed full time in Queen Anne’s County by County or municipal government
  • Emergency Medical Technician employed full time in Queen Anne’s County
  • Queen Anne’s County Emergency Dispatchers
  • An active member of a Queen Anne’s County Volunteer Fire Company for the past 12 months
    • This includes both firefighters and Emergency Medical Technicians
    • The President of the County Volunteer Chief’s Association must certify eligibility for this category

Affordable Rentals

Moderately Priced Dwelling Unit (MPDU) Rental Program

Limited rental units are available through the MPDU Rental Program. Individuals and families who make 80% of the median income or less may qualify for the program. DHCS determines eligibility and qualifies potential applicants.

The State of Maryland provides a direct check payment of up to $1000.00 a year for renters who paid rent in the State of Maryland and who meet certain eligibility requirements.

New Housing Study - Complete

The County Commissioners and the Queen Anne's County Division of Housing and Community Services (DHCS) obtained grant fund through the Community Development Block Grant (CDBG) Program through the Maryland Department of Housing and Community Development (DHCD) to perform a housing study for Queen Anne's County.  Over the past year the DHCS has been working in collaboration with Partners for Economic Solutions to complete the Housing Study.  The Housing Study is now complete and DHCS will start working on implementing the strategies in the study to help further affordable housing throughout Queen Anne's County.
